Rule-Trace was developed by LSPS Solutions, a Texas-based consulting firm founded by Lynn Short, a former Director of Public Works for the City of Victoria with over 40 years of public water and wastewater experience. Under Lynn’s leadership, LSPS has helped cities across Texas improve infrastructure, streamline operations, and stay ahead of ever-changing regulatory requirements.
